The Ibbs Consulting Group was founded in 1992 by Professor William Ibbs. His team uses Dr. Ibbs' research to provide unique, practical, reliable solutions to his clients. 

About Dr. William Ibbs

Dr. William Ibbs is the founder and leader of The Ibbs Consulting Group. He teaches construction management and accounting concepts at UC Berkeley, and is recognized as a leading thinker and testifying expert on various construction matters, including productivity and scheduling.

An Expert Witness & A Project Neutral

Dr. Ibbs has served as an expert witness and project neutral, qualifying to testify in federal and state courts, and international arbitration. His specialty is change and its impact on labor productivity, including cumulative impact conditions. He has also testified on construction defects, accounting, loss of economic value, personal injury, and takeover matters.

He has conducted research work for the Construction Industry Institute, US Army Corps of Engineers, Caltrans, and other sponsors.

His Work

Dr. Ibbs has published over 180 articles on the subject of construction management and has also participated in panels for the National Academy of Engineers and the National Science Foundation. He researched for the Corps of Engineers, Caltrans, and numerous other organizations.

Academics

Dr. Ibbs earned B.S. and M.S. degrees from Carnegie Mellon University and a Ph.D. from U.C. Berkeley, all in civil engineering with a construction management emphasis. He has minors in accounting and finance.

Paul L. Stynchcomb, CCM, PSP, CFCC

Mr. Stynchcomb is a Consultant with the Ibbs Consulting Group. Formally, Mr. Stynchcomb was a Senior Managing Director in the Forensic and Litigation Consulting practice of FTI Consulting.

He has served the construction industry since 1984 as an expert in CPM scheduling, construction management, contract administration, and labor productivity. Prior to 1984, Mr. Stynchcomb held construction management positions in several major U.S. construction firms.

Mr. Stynchcomb has been qualified as an expert in critical path method (“CPM”) scheduling, construction management, contract and subcontract administration, delay and cost impact analysis and loss of labor productivity in federal and state courts, boards of contract appeals, the Court of Federal Claims and before tribunals of the AAA and ICC.

Mr. Stynchcomb graduated from Jacksonville University in 1971. Mr. Stynchcomb served as Project Engineer and Project Manager for major mechanical contractors / engineering firms on such projects as health care, fossil fuel and nuclear power plants, industrial processing facilities, chemical plants and commercial buildings and was manager of corporate planning, scheduling and cost control for a major mechanical and electrical construction firm. Mr. Stynchcomb continued his education at Syracuse University.

In 2012 Mr. Stynchcomb co-authored with Dr. William Ibbs the chapter entitled “How to Estimate the Effects of Cumulative Impacts” that has been published by the Mechanical Contractors Association of American, Inc. (“MCAA”) in its management guidebook Mr. Stynchcomb has authored many other technical chapters in the MCAA’s management guidebook and has taught thousands of construction professionals the principles of CPM scheduling, claims prevention and labor productivity analysis over the past 30 years.

Mr. Stynchcomb is a member of the Project Management Institute, the Association for the Advancement of Cost Engineering, the Construction Management Association of America and the American Society of Military Engineers.

Mr. Stynchcomb has been examined and certified by the Construction Management Association of America as a Certified Construction Manager (“CCM”) and by the Association for the Advancement of Cost Engineering as a Planning and Scheduling Professional (“PSP”) and as a Certified Forensic Claims Consultant (“CFCC”).

Farid Saddik

Farid has over 36 years of experience in domestic and international project estimating, engineering, management, technology, and project controls and forensics. During his career, he has held the positions of project manager, chief information officer, chief technology officer, project controls director, vice president, and chief executive officer. 

He is pre-qualified to serve on Dispute Resolution Boards with multiple agencies and has served on Caltrans' (California Department of Transportation) DRB. 

Farid is a project controls and forensics expert with expertise in schedule, cost, labor, and productivity claims, DRB presentation, mediation preparation/negotiations, and litigation preparation, as well as expertise in large and/or complex project schedule, cost, labor and productivity analysis and issue evaluation. He successfully manages client proactive claim prevention, issue management, and dispute resolution. 

His experience spans public and private projects, including highway, bridge, airport, canal, rail and light rail, retrofit, hospital, power plant, hydroelectric dam, power transmission, commercial building, school, pharmaceutical, industrial, data center, and other. 

Mr. Saddik is an advisor to the non-profit Glass Ball Foundation. He enjoys cycling and kayaking.

Hiten Magudia

Hiten is a construction industry consultant who specializes working collaboratively with expert witnesses, attorneys, owner agencies, contractors, and consultants on matters related to construction claims, construction management, project assessment, and risk mitigation.

He has extensive experience representing contractor, construction management, owner agency, designer, and consultant project teams. During his career Hiten has directly held the positions of project manager, scheduler, project controls engineer, design engineer, resident engineer, construction manager, and estimator. His varied experience on complex construction projects enables Hiten to effectively communicate with each project party and quickly identify steps and relevant information to achieve desired objectives.  Specific experience includes domestic and international light rail, heavy civil infrastructure, commercial, water & wastewater, and power projects.

Long Nguyen

Long Nguyen is an assistant professor in the Department of Environmental and Civil Engineering at Florida Gulf Coast University (FGCU). He teaches construction engineering and management, and conducts research in the areas of schedule analysis, productivity, cumulative impacts, and sustainable construction.

Before joining FGCU, he was a construction consultant at California, working on scheduling and other construction management projects. He has also served as deputy director of Tuan Le Construction Co. Ltd. in Vietnam.

Professor Nguyen earned his B.Eng. in Civil Engineering from Ho Chi Minh City University of Technology in 1999, M.Eng. in Construction Engineering and Management from Asian Institute of Technology in 2003, and M.S. and Ph.D. in Civil Engineering from U.C. Berkeley in 2005 and 2007, respectively. His research at Berkeley focused on the impact of delay and delay’s timing on schedule logic, float, and resource allocation.

Dr. Nguyen is a licensed professional engineer (P.E.) in California. Long’s work with The Ibbs Consulting Group includes scheduling, productivity, and project management standard of care.

Ron Shumway

Ron Shumway

Ron Shumway acts as consultant, expert, arbitrator and neutral in disputes and claims in Engineering & Construction, representing both contractors and owners; and serves on the faculty of the Civil & Environmental Engineering Department at UC Berkeley teaching "Law for Engineers". During 2009 – 2010 he served as Chair of Disputes Review Board for a project in Southern California for a public owner and its contractor on a $20 million contract, ultimately dealing with disputes valued at several million dollars.

He was for 14 years Principal Counsel for Contracts & Claims in Bechtel's Legal Department. Prior to that Ron served as General Counsel of Guy F. Atkinson Construction Company for 13 years. Following his work at Bechtel, Ron became a Director at KPMG and later Managing Director with FTI Consulting.

Ron has more than 35 years experience in Engineering & Construction disputes and problems on commercial buildings, hydro projects, railways, tunnels, dams, bridges, refineries, pipelines, power plants, airports and similar projects. His work has taken him from Europe (a 1 1/2 year assignment in London for the owner at Eurotunnel), to the Far East and virtually every country in the Western Hemisphere.

Ron has a Bachelors degree from Brigham Young University and a Juris Doctor from Duke University School of Law. His legal career began at Pillsbury Winthrop in San Francisco.
